12 <br />listed threatened species, and the Parachute penstemon (Penstemon • <br />debilis), a candidate for listing. BLM will require American Soda <br />to conduct a pre-construction survey for these species as noted <br />in the mitigation developed in the Draft EIS, page 4-71. <br />The conduct and performance of these surveys were made in <br />consultation with the BLM. A summary of locations of colonies of <br />PHOB or LECO identified in the four referenced inventories <br />conducted by WSEC are as follows: <br />1995 Yankee Gulch Lease survey located a 2.5 acre colony of <br />PHOB in the NESWNE of section 29 T. 1 S., R. 97 W.(This <br />location was wrong and correctly plotted in the 1996 <br />survey) <br />1996 Yankee Gulch Lease survey located three colonies of <br />PHOB in the S'/z NW'/a of section 29 T. 1 S., R. 97 W. The <br />2.5 acre colony found in 1995 and two ne4rly found <br />colonies of 2.3 acres and 6.6 acres. <br />1998 American Soda survey located two newly found colonies <br />of LECO. One large colony cov_ring 5.8 acres was <br />plotted in the survey on the section line: between the <br />SESE'/a section 17 and NENE'/a section 20, 'I'. 1 S., R 97 <br />W. (verification of this colony by BLM with GPS more <br />accurately places this colony in NWNE'/a of section 17, <br />T. 1 S., R. 97 W.) A smaller colony (size: not reported) <br />was found in the NENW'/a of section 32, T. 1 S., R. 97 <br />W. <br />1998 White River Electric Assoc. survey located a colony of <br />PHOB in the approximate SENW1/4 of section 29, T. 1 S. <br />R. 97 W. and a single individual was locaited in the <br />approximate NESW1/4 section 29, T. 1 S., R. 97 W. The <br />PHOB colony was first reported in 1987 in the Status <br />Report for Physaria obcordata prepared by Steve O'Kane. <br />With some of the mapping difficulties in this broken terrain and <br />omission in WSEC's 1996 survey of the PHOB colony reported in ' <br />1997, Rusty Roberts visited most of the reported colonies in July <br />1998 to verify accurate locations and to spot chec}: WSEC's <br />surveys for any omissions. The colony locations surnmarized above <br />with noted corrections are accurate based upon GPS verification. <br />With the exception of LECO colony plotted on the section line <br />between section 17 and 20 in WSEC's 1998 American Soda survey <br />report, the other locations are accurate as depicted in Figure 5 <br />of that report. Rusty also walked all of the ThirtE~en Mile Tongue <br />depicted in Figure 5 of the subject report and found no <br />additional colonies of PHOB or LECO that were not reported. <br />Based upon the WSEC's survey reports and BLM's verifications, two <br />colonies of PHOB and one colony of LECO could be directly <br />
