We have been in contact with your office <br />concerning various aspects of this project since April 1997, <br />culminating most recently in discussions pertaining to review of <br />the draft EIS and cooperative development of the Wildlife <br />Mitigation Plan. We would like to gain concurrence from your. <br />office that the proposed action as outlined in the draft EIS and <br />further conditioned by mitigation commitments of American Soda <br />would have no effect on, or would not likely adversely affect, <br />those species considered in this Biological Assessment. Although <br />there are aspects of this project that will require continuing <br />dialogue, we find it important to document our present analyses <br />for inclusion in the final Environmental Impact Statement. - <br />Proposed Action <br />The following information was condensed from Chapter 2, Proposed <br />Action and Alternatives, of the Draft Environmental Impact <br />Statement for the Yankee Gulch Sodium Minerals Project. This <br />document was completed and widely disseminated in January 1999, <br />including the USFWS Grand Junction Field Office. Reference to <br />figures and page numbers made in this Biological Assessment <br />pertain to those found in the Draft EIS. <br />The Monitoring, Mitigation, and Reclamation sections in the EIS <br />have undergone certain revisions since the Draft EIS was <br />released. Revisions to the proposed action pertinent to <br />conservation of T/E species will be presented and discussed as <br />. appropriate. The EIS and this Biological Assessment will concern <br />
