Long Division Director On November 5, 1993 the Division has received The Corley Company's October 29, 1993 response to the Division's November 2, 1993 reclamation plan for GHC's Saet Pit area. Our responses to your comments are discussed below. Apparently, there ie some confusion concerning the perspective viex maps provided by the Division. Most perspective views generally have the vertical axis exaggerated ae compared to the horizontal axis. As an aide, I have labeled the vertical to horizontal exaggeration. In these maps, all vertical exaggeration was labeled 2V:1H. These are not the slopes of the hill as you previously thought. Perhaps a more appropriate designation would have been "V.H. 2x." Construction practices, equipment selection, and coat estimation are our best current estimates. The Division believes the current proposal beet utilizes monies available. The Division included proposed figures to you to demonstrate that the approximate coat of the reclamation plan roughly equates to the available money at bond. However, the cost of reclamation will be ultimately decided by what bide are submitted in relation to the proposed project. Concerning the vegetation practices, the recommended method of planting will be drill seeding. The Division, however, does not constrain the bidders to the method of planting or equipment used. The vegetation mix will be a rangeland/wildlife habitat mixture consistent with the existing vegetation and the seed mix stated in the GHC reclamation plan pending cost and availability of the seeds. Fertilizing and mulching will be considered if any monies are available. Diversion ditches will be constructed at the toe of Chen's Hill to divert any water and sediment from entering Hnergy Fuels permitted area. A second diversion will be constructed at the toe of the "west side" area and will empty into Magpie Creek just south of the existing 8 foot culvert. All diversion ditches will be sized for the 25-year/24-hour storm event. The channel that will be reconstructed down the Haet Pit area ie sized for the 100-year/24-hour event. Hrosion control, riprap or filter fabric protection, will be specified accordingly. Since there will be no sediment pond constructed, a series of small dozer basins will be utilized on the flatter slopes to trap any sediment generated during runoffs. The 62,000 yd' of topsoil called for is determined from an estimated 76 acres of disturbance and a topsoil replacement depth of 6 inches, ae stated. If the existing topsoil piles do not contain enough material, the existing suitable growth medium and topsoil located on the east side of the Haet Pit will be utilized to make up the difference. Pending any additional money remaining, Chen'eHill will be topeoiled to a depth of 12 inches. The Division has been in contact with Hnergy Fuels with regard to the reconstruction of the access road across the Magpie Creek Diversion to the Monarch Fan area. Mr. Dan Hernandez and Mr. Al Weaver discussed at length the concerns of Hnergy Fuels.
