Boa IB21 <br />COLORADO SPRINGS COLORADO 80901 <br />Oct. 29, 1993 V s <br />Mr. Daniel I, Hernandez r I`9.9~ <br />Division of Minerals b Geology <br />1313 Sherman St. <br />Denver CO 80203 <br />Dear Mr. Hernandez: <br />We have several comments regarding your draft of the proposed East Pit <br />reclamation. <br />While the entire plan consists of one written page and several topo maps <br />and cross-sections, there are not sufficient specifics to be entirely <br />certain of the intent of some of the tasks. <br />However, task 1 would reduce Chen's Hill to 3H: 1V and cut 35 feet from <br />the top. Cross-section EE' does not demonstrate a 35' cut. The topo <br />"Chens Hill Final" does not show any cut of the top in comparison to <br />"Chens Hill Existing 2V:1H". Of greater importance is the elimination <br />of the existing road. While task 3 would reestablish access to the <br />Monarch fan, there is no indication of the location or timing of the new <br />road. Energy Fuels, one of our neighbors, and ourselves need continuous <br />access. While Energy could use access through another alignment, our <br />neighbor cannot enter through Energy's tipple area. <br />Task 2 is not specific about diversion ditches or dozer basins with <br />regard to size or location. <br />Task 3 does not specify the new road location. <br />Task 4 does not specify saving topsoil in the 100 foot cut area. Do you <br />really want D10s working up to the edge of the high wall? The "East Pit <br />Final Contour 2V:1H" map would seem [o have the wrong title. 2V:IH? <br />Y,ind of steep. <br />Task 5 calls for 62,000 cu. yd. of topsoil in present stock piles. Is <br />that a realistic volume? Additional topsoil if needed would be taken <br />from the east side. Is it a good practice to rob an undisturbed area? <br />Task 6 does not specify the seed mix, amount or method of seeding, <br />mulching, or other additive. <br />With regard to cost estimates, four DLONs and two 627s are the bases of <br />the estimates. Since there are no D10s and probably ro 627s in the <br />area, the mobilization. estimate of $6000 is extremely low. I doubt that <br />the new road can be established for $1,]00, and supplies for the <br />revegetation will cost more than $300 per acre assuming that usual <br />revegetation practices are used. <br />
