remaining reclamation work was reduced to $4,967,617. <br />SL-06 was approved on December 9, 1999 for Phase I, II and III Bond Releases of $663,590 for <br />reclamation work in the upper facilities azea of the permit. The bond required for remaining <br />reclamation work was reduced to $4,304,027. <br />SL-07 was approved on January 5, 2000 for a Phase I Bond Release of $464,143 for reclamation <br />work in support facilities area of the permit. The bond required for remaining reclamation work <br />was reduced to $3,839,884. <br />SL-08 was approved for Phase I, II and III Bond Releases of $440,237 for cec[amation work at <br />the hill-slope conveyor, Goat Trail, and P&M portion of lower facilities azea of the permit; and <br />for $327,686 of demolition of structures (Phase I) in a 3.3-acres of the lower facilities azea. The <br />bond required for remaining reclamation work was reduced to $3,071,961. <br />Submittal of Bond Release Application and Completeness Determination by the Division <br />The Division received P & M's bond release application SL-09 on December 9, 2004, and found <br />the application complete on January 28, 2005, after the Division received proof of publication of <br />the applicant's public notice. The completeness determination was made in accordance with <br />Section 3.03.2(1)(d). <br />P & M submitted the bond release application following the procedures described in the Act and <br />the Regulations. The application also utilizes the Division's Guideline Regarding Selected Coal <br />Mine Bond Release Issues, dated April 18, 1995. <br />Public Notice <br />P & M published notice of the bond release application in the Steamboat Pilot once weekly for <br />four consecutive weeks, beginning on December 12, 2004. P & M also notified landowners <br />within and adjacent to the mine permit area, and other interested parties of the application for <br />bond release, as required by Section 3.03.2(1). <br />Bond Release Insaection <br />The Division conducted a bond release inspection on April 21, 2005. The site inspection was <br />conducted in accordance with Rule 3.03.2(2). Byron G. Walker represented the Colorado <br />Division of Minerals and Geology. Rodney Gaines, Pat Champlin, and Bob Utter of P & M <br />represented the operator. Henry Austin represented the Office of Surface Mining. The Division's <br />inspection report is on file at the Denver office of the Division of Minerals and Geology. <br />
