I. INTRODUCTION <br />Purpose of this Document <br />This document presents the findings of compliance and the proposed decision of the Colorado <br />Division of Minerals and Geology (Division) for Phase I, II, and III (final) bond release on <br />approximately 3.3 acres at the Edna Mine. The mining and reclamation permit number is C- <br />1980-001 (permit). The Division file number for the bond release application is SL-09. The <br />Pittsburg & Midway Coal Mining Co. (P & M), the operator of the mine, submitted the bond <br />release request to the Division. <br />P & M is requesting release of $226,163 of reclamation bond that is secured by a bond in the <br />amount of $3,071,961. The Edna Mine was a surface coal mine that utilized area strip methods to <br />extract coal. The area for which bond release is being requested (the bond release area) is land <br />disturbed by mining operations, but not due to stripping for the extraction of coal. The <br />disturbances were associated with office and coal load-out support facilities. P & M owns all of <br />the land surface in the bond release area. The postmining land use of the 3.3 acres was approved <br />as industrial in the reclamation plan of the permit. <br />No part of this bond release applies to the permitted mine disturbances within the permit area, <br />located adjacent and to the north of the areas of this application, on properties (surface) of the <br />Charter Oak Coal Corporation and the Coloroutt Coal Company. <br />Contents of this Document <br />This document contains the following five parts: <br />I. Introduction; <br />II. Summary of the Bond Release Process; <br />III. Approval Criteria for Bond Release; <br />IV. Observations and Findings; and <br />V. Proposed Decision. <br />Back round Information Sources <br />Detailed information about the bond release review process can be found in the Colorado Surface <br />Coal Mining Reclamation Act, the Regulations of the Colorado Mined Land Reclamation Board <br />for Coal Mining, and in the Guideline ReQardinv Selected Coal Mine Bond Release Issues, dated <br />April 18, 1995. All "Sections" referenced within this document are contained within the <br />Regulations. Detailed information about mining and reclamation operations at Edna Mine can be <br />found in mining and reclamation permit application C-80-001 on file at the Division offices, <br />located at 1313 Sherman Street, Room 215, in Denver, Colorado. <br />
