3 <br />-5- <br />Summary <br />The Review Process, Description of the Existing Environment <br />and <br />Description of the Operations and Reclamation Plan <br />Introduction <br />The Twin Pines No. 2 Mine is a small, proposed underground mine in a <br />previously disturbed area. The mine is located two and a half miles southwest <br />of the town of Rockvale in Fremont County, Colorado in Section 2, Township 20 <br />South, Range 70 West. <br />As shown on the attached Index Map (Figure 1), the proposed permit area <br />contains approximately i20 acres, of which four acres will be reclaimed and <br />nine acres will be disturbed by surface facilities during the proposed five <br />year permit term. All the surface land and coal reserves are privately owned; <br />there is no federal ownership. The applicant participated in the Small <br />Operators Assistance Program to obtain geological and hydrological baseline <br />i of ormati on. <br />The Review Process <br />Twin Pines Coal Company, Inc. submitted an application to mine coal at the <br />Twin Pines No. 2 Mine on January 3, 1983. The application was deemed <br />incomplete by the Mined Land Reclamation Division on January 19, 1983. A <br />letter identifying the initial completeness and adequacy issues was sent to <br />the applicant with the determination of completeness. Tne permit application <br />was resubmitted on May 9, 1983 and was deemed complete on May 12, 1983. The <br />applicant began publishing the public notice of the filing in the Canon City <br />Dail Record on May 16, 1983. An adequacy letter was sent to the applicant on <br />u y 8 The Small Operator's Assistance Program report was completed on <br />July 27, 1983. Responses to the adequacy concerns were received on October <br />21, 1983. <br />Description of the Existing Environment <br />The Twin Pines No. 2 Mine is located approximately 2 1/2 miles southwest of <br />the town of Rockvale in Fremont County, Colorado. The mine may be reached by <br />traveling to the town of Rockvale then proceeding westerly on County Road No. <br />77 along Oak Creek a distance of 1.5 miles to the mine access road, then <br />southerly across Oak Creek 0.75 miles to the mine site. <br />The legal description of the areas to be permitted are: <br />Hine area - Parts of the NE 1/4 NW 1/4, SE 1/4 NW 1/4, SW 1/4 NE 1/4, NE <br />1/4 SW 1/4, SE 1/4 SW 1/4, NW 1/4 SE 1/4, SW 1/4 SE 1/4, SE 1/4 SE 1/4, <br />NE 1/4, SE 1/4, all in Section 2, T20S, R70W, of the 6th P.M. (approx. <br />120 acres) <br />
