-2- <br />Proposed Decision <br />Twin Pines No. 2 Mine <br />The Colorado Mined Land Reclamation Division proposes to approve, with <br />stipulations, the application for a permit to conduct coal mining by Twin <br />Pines Coal Company, Inc. for the Twin Pines No. 2 Mine. This approval <br />decision is based on a finding that the proposed operation will comply with <br />all requirements of the Colorado Surface Coal Mining Reclamation Act, C.R.S. <br />1973, as amended, 34-33-101 et seq., and the Regulations promulgated pursuant <br />to the Act. A detailed discussion of the findings of compliance supporting <br />this proposed decision is provided within this document. <br />The permit cannot be issued until all statutory notice and public comment <br />requirements have been satisfied, and until bond has been posted. <br />The permit application and stipulations will become a binding part of the <br />permit upon approval. All responses to stipulations must be prepared in a <br />manner so as to be inserted into the permit application. The stipulations for <br />the Twin Pines No. 2 Mine are as follows: <br />Stipulation No. 1 <br />THE PERMITTEE WILL SUBMIT TO THE DIVISION QUARTERLY MONITORING REPORTS <br />FOR BOTH THE TWIIJ PINES MONITORING WELL AWD FOR THE CALDIROLA MINE <br />WELL. THE MONITORING REPORTS MUST INCLUDE MONTHLY WATER LEVEL <br />MEASUREMENTS, AND MEASUREMENTS OF pH AND ELECTRO-CONDUCTIVITY. <br />THE QUALITY OF WATER IN BOTH WELLS ttU.ST BE MONITORED QUARTERLY ACCORDING <br />TO THE FOLLOWING PARAMETERS: <br />pH POTASSIUM <br />CONDUCTIVITY (at 25oC} SODIUM <br />T.D.S. SULFATE <br />TOTAL HARDNESS ALUMINUM <br />S.A.R.
