-14- <br />A. Pursuant to Rule 2.06.8(5)(a)(i), the Division finds that the proposed <br />mining operations will not interrupt, discontinue, or preclude farming <br />on alluvial valley floors (Rule 2.06.8(5)). <br />6. Pursuant to Rule 2.06.8{5)(a)(ii), the Division finds that the proposed <br />surface coal mining operation will not materially damage the quantity <br />and quality of water in surface and ground water systems that supply <br />those alluvial valley floors or portions of alluvial valley floors. <br />C. Pursuant to Rule 4.24.2(1), the Division finds that the proposed surface <br />coal mining operations have been designed to preserve the essential <br />hydrologic functions of alluvial valley floors. <br />VIII. Probable Hvdrologic Conseouences of Mini <br />Because of the close proximity of other active mines and extensive previous <br />mining within the general area, as shown on the attached Figures 1 and 2, the <br />probable hydrologic consequences of the Twin Pines No. 2 Mine and the <br />cumulative hydrologic impact study are discussed concurrently within this <br />section. The document first discusses the Existing Hydrologic Environment of <br />the general area, the Canon City Coal Field. Next is a discussion of the <br />Probable Hydrologic Consequences of the Twin Pines No. 2 f4ine. Then the <br />Cumulative Hydrologic Impact Study {CRIB) assesses the probable cumulative <br />hydrologic impacts of all anticipated coal mining operations upon the general <br />area of the Canon City Coal Field. Included in this assessment are all those <br />proposed coal mines for which complete permit applications nave been submitted <br />to the Division. This study has been prepared using information and analyses <br />contained in the Twin Pines No. 2 Mine permit application, information and <br />analyses contained in other permit applications for mines located in the <br />general area, assistance by the State Engineer and other available <br />information, including site visitation by Division staff members. <br />Existing Hydrologic Environment <br />The general area of the Canon City Coal Field has been extensively mined. <br />Because most of the mining took place early in this century, little, if any, <br />baseline water quality and quantity information exists to characterize the <br />area before mining. However, the mines seeking permits through Colorado's <br />permanent progr~n have collected information describing the hydrologic regime <br />as it currently exists. <br />Anticipated coo] mining operations in the general area as shown on attached <br />Figure 1, include: <br />Mine File No. Operator <br />Twin Pines No. 2 C-058-83 Twin Pines Coal Company, Inc. <br />Dorchester No. 1 C-014-81 Dorchester Coal Company <br />Newlin Creek C-045-81 Harrison-Peltron Joint Venture <br />G.E.C.
