WTIH THE SECRETARY OF STATE OP THE STATE OF COLORADO, AND THAT n' IS AUTHORITP,D TO COhIDUCT <br />f1S AFFAIRS AND TRANSACr BUS[NPSS WiIH1N THE SPATE. <br />All other stipulations previously placed on the permit approval have been resolved. <br />urnma <br />The Review Process <br />The germittee, NCIG Financial, Inc. (NCIG), was notified by the Division on January 9, <br />1996, of the need to apply for renewal of the existing Coal Ridge No. 1 Mine permit. A <br />renewal application was then filed by the permittee on March 25, 1996. The applicant <br />published notice of the application for permit renewal for four consecutive weeks in the <br />Glenwood Post, beginning May 15, 1496. The Division notified the applicant of adequacy <br />concerns related to the permit renewal in a letter dated June 24, 1996. These concerns were <br />addressed by a technical revision to the permit (TR-13). The TR-13 application was <br />submitted to the Division on July 22, 199b, and approved on January 2, 1997. The Applicant <br />Violator System was queried and approval for issuance given on June 6, 1996, and <br />October 4, 1996. Including TR-13, there have been four technical revisions to this permit <br />since it was last reviewed on November 17, 1992. Technical Revision No. 10, approved on <br />April 25, 1994, addressed details of the reclamation plan. The May 12, 1995 approval of <br />Technical Revision No. 11 eliminated ground water monitoring, eliminating Stipulation No. <br />3. Technical Revision No. 12, approved August 7, 1995, addressed details of the reclamation <br />plan as part of a Phase I bond release request. <br />There was a request, in a letter dated June 25, 1996, for an informal conference regarding <br />renewal of the Coal Ridge No. 1 Mine. The requestor questioned the applicant's need to <br />renew the permit since mining activities had ceased. The Division responded with a letter <br />explaining the necessity of a permit renewal as defined in Section Rule 2.08.5 of the Rules. <br />The letter of explanation indicated the requestor was still entitled to an informal conference, <br />if one was requested, regarding the renewal. No response to the letter was received. A <br />letter was also received from the Colorado Historical Society stating that they have no <br />concerns regarding the renewal. No other comments were received. <br />The progress of this mining operation was halted after digging two portals (Portal No. 1 and <br />Portal No. 2) approximately 500 feet into the hillside. No coal was ever mined. Since <br />reclamation of the operation has been accomplished, Stipulations No. 16, 21, and 24 have <br />been terminated with this renewal. These stipulations pertained to portions of the proposed <br />operations plan, and are no longer relevant since the site has been reclaimed. Stipulations <br />No. 19 and 23 (revegetation success and standards) were also terminated with the January <br />2, 1997 approval of Technical Revision No. 13. <br />Coal Ridge No. 1 Mine 3 Permit Renewal No. 3 <br />
