IV. Topsoil <br />Baseline soils information, topsail removal and redistribution plans are found in <br />pages 3-54 to 3-61, 4-45, 4-55 to 4-56 and 4-63 in permit Volume I, as well as <br />Appendix 3.5-1 in Volume II. <br />The two soil types occurring within the proposed area are the Heldt Silty Clay with <br />an average salvage depth to 60 inches and the Nihill Stony Loam with an average <br />salvage depth to 12 inches. Most of the surface and subsurface soil horizons rate fav <br />to good as a source of topsoil material, exhibiting both low electrical conductivity and <br />sodium absorption ratios. <br />All available topsoil within the disturbed area was salvaged and replaced following <br />backfilling and grading. The two remaining topsoil stockpiles will be used during <br />reclamation of the sediment pond. <br />V. Sealing of Drilled Holes and Underground Openings <br />A. The closure of the mine portals has been carried out in compliance with all <br />relevant local, State, DMG and Federal regulations. The design shown in figure <br />4.4-1 and 4.4-2, specifically designed for the portals # 1 and #2, respectively, has <br />been followed. A minor variation of the plans, replacing the concrete block walls <br />with solid concrete walls, has been approved by MSHA. <br />VI. Revegetation <br />Vegetation baseline information is contained on pages 3-62 through 3-74 of Volume <br />I, Appendices 3.6-1 in Volume II, and 3.6-2 and 3.6-3 in Volume VI. The <br />revegetation plan is contained on pages 4-57 through 4-59, and 4-62 through 4-63 in <br />Volume I. <br />The operator originally proposed to disturb 104 acres of big sagebrush community, <br />113 acres of pinon juniper woodland, 30 acres of irrigated hayland, and 9 acres of <br />mountain shrub habitat during the life of the mine, but the extent of projected <br />disturbance never occurred. At the time that operations ceased and final reclamation <br />was initiated, approximately 35 acres had been disturbed. <br />Areas which originally supported sagebrush and mountain shrub vegetation are being <br />restored to a dryland pasture/wildlife habitat postmining land use, and have been <br />seeded with a diverse mix of adapted grasses, fortis, and shrubs. Irrigated hayland <br />areas have been seeded with a mix of productive forage grasses, and the hayland <br />azeas will be irrigated with water from the Vulcan Ditch, which traverses the <br />reclaimed area. Management during the liability period is to include proper <br />management of livestock to promote the postmine land use, and control of noxious <br />weeds. Weed control efforts were initiated in 1993, and will be continued aMUally <br />as necessary to control infestations of Canada thistle, field bindweed, and Russian <br />Coal Ridgc No. 1 Minc 15 Pcmtit Rencwal No. 3 <br />
