Mallory Division of Minerals&Geobg <br /> Colorado Department of Public Health and Environment (CDPHE) <br /> Hazardous Materials and Waste Management Division <br /> 4300 Cherry Creek Drive South <br /> Denver, CO 80246-1530 <br /> RE: Coal Ash Proposal <br /> Weld County Colorado <br /> CGRS No. 1-135-2755 <br /> Dear Mr. Mallory: <br /> The purpose of this letter is to respond to your letter dated May 5'b, 1998, regarding our inquiry <br /> to performing a pilot gravel quarry reclamation utilizing coal ash in saturated conditions. 1 have <br /> attached your letter for reference. My comments to your issues are provided below. The regional <br /> site location is shown on Figure 1. The proposed coal ash pilot area is shown on Figure 2. <br /> 1. The depth to groundwater at the site generally varies between three and ten feet below ground <br /> surface (bgs). The inferred groundwater Flow direction is to the northeast roughly parallel to <br /> the St. Vrain River drainage. The local groundwater Flow direction will be estimated from <br /> groundwater monitoring wells installed as part of the project. No less than three wells <br /> installed in undisturbed soils will be used to determine local flow direction. The seepage <br /> velocity will be estimated by performing constant and falling head permeameter tests as well <br /> as performing slug tests. <br /> 2. Water well records obtained from the Colorado Division of Water Resources indicates that <br /> one well may be located within one quarter mile of the proposed test plot. The registered well <br /> owner is Dakolios Construction and the permitted use of the well is industrial. The location of <br /> registered wells within a half mile radius of the proposed test plot are depicted on Figure 3. <br /> Please note field verification of well location and construction will be performed prior to <br /> project start-up. <br /> 3. The surftcial geology of the area as documented by Colton, 1978, varies between wind blown <br /> deposits of clay, silt and sand and sandy to gravelly alluvium, which are Holocene in age. <br /> Colluvium consisting of bouldery to pebbly sandy silt and clay may contain and interfinger <br /> with alluvium of various ages. Local soil conditions observed during the installation of <br /> monitoring wells will be documented on soil boring logs and then provided to the state as <br /> required. <br /> 4. Groundwater quality data for the immediate study area are limited. Reeder, 1993, <br /> describes in detail the regional hydrogeology of the area in interest. Water quality data for <br /> P.O.
