Specifically, <br />in the "certification" section of the conversion application, page 7, § 1, the Las <br />Animas County Commissioners affirm that "all significant; valuable and permanent <br />man-made structures in existence at the time"this application is filed, and located <br />within 200 feet of the proposed affected area have been identified in this <br />application." Subsequently, pr an attachmentto the conversation application, noted <br />as Exhibit S, regarding "Permanent Man-Made Structures," Las Animas County <br />submitted copies of only the agreements with Andrew Castillo and with San Isabel <br />Electric. San Isabel Electric is an electrical service provider in the Trinidad area. <br />The agreements with Mr. Castillo and with San Isabel Electric refer only to Mr.~ <br />Castilio's two fences, and a power line that runs east and west, abutting the affected <br />land along its northernmost edge.
