<br />As described in CC&V's "Responses to Comments by Technical Reviewer, D. P. Engineering, <br />Inc." dated March 1994 and submitted to the OMLR as Volume V of the Application for <br />Amendment Number 6, Professor Selig describes experience demonstrating that buried pipes <br />experience overburden pressures equal to about 20 percent of the total overburden pressure. For <br />additional safety, these proposed pipes have been assumed to be exposed to 60 percent of the <br />total overburden pressure. The calculations attached as Attachment 2 demonstrate that the <br />proposed pipe and configuration will have the following factors of safety for the failure modes <br />listed: <br />• Wall Crushing Factor of Safety: 2.05 <br />• Wall Buckling Factor of Safety: 1.50 <br />• Pipe Deflection Factor of Safety: 1.90 <br />• Pipe Deflection: 1.42% <br />• Allowable Deflection: 2.70% <br />Because construction of these risers should start with the completion of installation of the lower <br />liner, it is necessary to receive your approval at your earliest convenience.
