Lochhead
Executive DIreC10r
Michael 8. Long
RE: Twin Pines Mine (C-83-058) Division Director
AVS
David, I received Twin Pines (C-83-058j updated ownership and
control information for the Permit Renewal application. Twin Pines
faxed the information to Shawn on February 8, 1995 and passed on to
me to review. Twin Pines responses are a result of Wally
Erickson's memo to Shawn dated December 27, 1994. Based on this
information, I performed another AVS check and the system
recommendation was ISSUE. Please see attached AVS report for
further detail.
There are more concerns that need to be addressed by the operator
and are noted below. These. concerns do not have much impact on the
AVS recommendation, but should be clarified and updated in the
permit pages.
1. Falcon Energy inc. is listed as a Shareholder of Twin Pines
Investment Ltd in the Applicant Violator System (AVS) with a
beginning date of September 3, 1984. The replaced permit
pages state that Falcon Energy is only a general partner of
Twin Pines. Please have the operator confirm if Falcon Energy
is also a share holder of Twin Pines. If so, please have the
operator incorporate this in the permit pages. If not, the
Division needs an end date to expire this relationship in the
AVS.
2. On page 2 of the replaced permit page, the operator states
that the original permit applicant was Twin Pines Coal Company
Inc. Twin Pines Investment Limited Partnership, and Falcon
Energy Inc. succeeded Twin Pines Coal Co Inc in November of
1984. There are three officers that remain listed under Twin
Pines Coal Company; Lester Sprague (president and
shareholder), Sheldon Turrill (vice president) and Cora Lee
Dietz (secretary). Since Twin Pines Coal Company no longer
exists, the above mentioned officers should be end dated in
the AVS.
