Basin Resources is taking measures to minimize adverse impacts to the groundwater system by <br />sealing all drill holes with cement to prevent drainage of any potentially -encountered aquifers. The <br />drillhole are usually sealed within 10 days of drilling. <br />Under Basin Resources, Inc., attachment (SA), I have underlined their claim that all ojthe <br />water is ephemeral in the area and thrs is not so. Our springs run all year round. <br />Basin Resources stated in the NOI that "all streams within the proposed exploration area ephemeral." <br />According to the papers Basin Resources filed with the Department ojNatural Resources, <br />Mined Land Reclamation Division, page (3), drilling would be done between I/96 and I/97 <br />and the designation ojthe well is NM 29. <br />That is how the Division interprets this statement also. Any change to the schedule of drilling will <br />require Basin Resources to submit a revision to this statement. <br />It is our contention that they should not be permitted to drill in the area of our springs. It just <br />doesn't make since for them to take the chance ojdesrroying a perennial water source in an <br />area that is so arid. <br />The drilling of the holes at the proposed location should have no adverse impact to the springs. <br />However, the Division will take all precautions afforded by our regulations to make sure that these <br />springs aze protected. Within the next months, Division personnel will try to locate the springs and <br />the site of the proposed drilling and document our observations. On the basis of those observations, <br />if we think that the drilling will adversely impact the springs, we will request that Basin Resources <br />implement further preventative or mitigative measures, which could include the relocation of the <br />drillhole to a more suitable location.
