Mine Facilities
The surface support facilities associated with the proposed Foidel Creek
underground mine include the portals, office, bathouse, shop, warehouse
facilities, material storage area, roads and pre-existing ponds. These
are shown on Map 3 and described in Section 2. 05.3, Volume 1 of the
pettnit revision application. The only shared structures between the
surface and underground mines are Ponds D and G, and Ditches D-2 and
G-l. All other facilities will be separate far each mining oeration.
The applicant is proposing to truck the coal to the tipple at Energy Mine
No. 3. This tipple is included in Permit No. 76-16.
The proposed operation is in compliance with the mine facilities section.
B. Roads
There is one access/haul road, one access road with ramps into the portal
and one conveyor system proposed in conjunction with the Foidel Creek
underground mine. These are discussed in Section 2.05.3(3), Volume 1 of
the permit revision application and shown on Maps 3b and 15b. Design
criteria is found in Permit No. 79-117 under Section 780.12. The roads
are designed in compliance with Rules 2.05.3(3) and 4.03. The proposed
operation is in compiiance.
C. Ponds, Impoundments and Diversions
A discussion of the drainage control system as well as detailed designs
can be found in Volume I, Section 2.05.3 and Volume 2, Exhibit 6. The
proposed drainage control system for the proposed underground mine is
actually a modification of the existing system approved for the surface
mine under Permit No. 79-117.
The modifications consist of diverting surface runoff away from the
portal area toward the Area 2 pit. The Area 2 pit will be used as a
detention basin to allow the water to settle out sediment. From here,
the water will be pumped to the spillway of Pond D where it will flow
into Foidel Creek.
