<br /> <br />-4- <br />SUMMARY <br /> <br />The Review Process, Description of the Environment <br />and <br />Description of the Operations and Reclamation Plan <br />The Review Process <br />Colorado Yampa Leasing Company (formerly Colorado Yampa Coal Company) is <br />applying for a permit revision to conduct underground mining operations <br />at the Eneryy No. 1, 2 and Eckman Park Mines. The proposed Foidel Creek <br />underground mine is a permit revision to Colorado Development and <br />Extraction Mining Permit No. 79-117 for surface coal mining. The permit <br />revision application requests approximately 924 acres be added to the <br />permit ooundary of Permit No. 79-177. The requested acreage is <br />surrounded by the existing permit area. <br />Permit No. 19-171 was issued in March, 1980 by the Colorado Mined Land <br />Reclamation Board. The permit application was reviewed jointly by the <br />Division and the Office of Surface Mining (OSM) under 30 CFR Part 211 and <br />the performance standards of the permanent program promulgated pursuant <br />to the Surface Coal Mining and Reclamation Act of 1977. The OSM approved <br />the penmit application with stipulations. A technical analysis and <br />environmental assessment was issued on rlarch 21, 1980. The applicant is <br />in the process of obtaining compliance with the permanent state program <br />for Permit No. 79-177. <br />A variance from contemporaneous reclamation was granted in Permit No. <br />79-177 and special stipulation 13 to allow for the development of an <br />underground coal mine in an unreclaimed pit of the Energy Mine No. 1. <br />The proposed portal area of the Foidel Creek Mine will face up from the <br />unreclaimed surface pit where the delay in contemporaneous reclamation <br />was granted. The permit revision application also requests an increase <br />in the variance area. <br />The Foidel Creek Mine is proposed as a pilot project to determine the <br />economic and technical feasibility of an underground coal mine. As such <br />the life-of-mine is five years. All surface disturbances associated with <br />~~ the underground mine have been previously disturbed by surface mining <br />activities with the exception of three acres for the access/haul road. <br />The permit revision <br />September 15, 1982. <br />1982.
