-35-
Stipulation No. 4
~~
WITHIN 60 DAYS OF PERMIT APPROVAL, THE APPLICANT SHALL SUBMIT A
PLAN FOR MONITORING THE DISCHARGE OF WATER FROM THE UNDERGROUND
WORKINGS. THE MONITORING PLAN SHALL INCLUDE CONTINUOUS FLOW
MONITORING, MONTHLY SAMPLING OF FIELD PARAMETERS, AND QUARTERLY
SAMPLING OF FULL SUITE WATER QUALITY. THE APPROVED MONITORING PLAN
SHALL GO INTO EFFECT AS SOON AS WATER IS DISCHARGED FROM THE
UNDERGROUND WORKINGS, AND THE MONITORING RESULTS SHALL BE INCLUDED
IN THE OPERATOR'S QUARTERLY HYDROLOGIC REPORTS.
Cumulative Hydrologic Impact Study
A. Ground Water
The Foidel Creek underground mine will be one of nine mines rimming the
Twentymile Park Synclinal Basin. The other mines in the general area are:
1) Apex No. 2 Mine
2) Edna i4ine
3) Seneca No. II Mine
4) The Energy No. 1 Mine
5) Eckman Park i4ine
6) The Energy No. 2 Mine
7) The Energy No. 3 Mine
8) Middle Creek Mine
These mines are located on the geology :nap, Figure 3, of this document.
All of these mines are hydrogeologically adjacent to the Twentymile Park
synclinal ground water basin and hydrologically adjacent to the Trout
Creek surface drainage basin. Therefore, the assessment of the ground
water impacts of all anticipated mining within the general area will
include all of these mines. Other mines included in the surface water
general area are not hydrologically adjacent with respect to the ground
water system.
The following discussion of ground water impacts is divided into two
parts; 1) a brief assessment of the probable hydrologic consequences of
the mines in the general area, other than Foidel Creek, and 2) the
cumulative impacts of all anticipated mining in the general area,
including the Foidel Creek Mine.
An Assessment of Other Mines in the General Area
Apex No. 2 Underground Mine
The Apex No. 2 underground coal mine is mining coal from the seams of the
lower coal group within the Iles Formation of the Mesaverde Group (see
Figures 3 and 4). This mine is adrift mine which enters the Pinnacle
coal seam at its outcrop on the steep western valley wall of Trout
Creek. Mining is downdip of the outcrop and away from Trout Creek.
According to the Apex No. 2 permit application and site observations by
