Both the CRDA1 and CRDA2 refuse piles are partially unreclaimed and both piles shed a <br />significant amount ofprecipitation-related runoff from the unreclaimed areas during and <br />after precipitation events. During the September 8, 2000 inspection, the sites were <br />observed during a thunderstorm. All of the disturbed area runoff containment ditches <br />were observed to be conveying significant flow volumes, and several of the ditches <br />exhibited flow elevations within a few inches of overtopping the ditches. <br />If lefr in the current condition, without reclamation or maintenance, subsequent runoff <br />events will soon result in containment ditch failure. If such failure occurs, refuse laiden <br />water will exit the treatment system directly to Coal Creek. Based on the observations of <br />September 8, 2000, such failure could occur during any upcoming rainstorm event. Final <br />reclamation of the CRDAI and CRDA2 will substantially reduce this risk. <br />iii. Coal Creek Channel Improvement - <br />Improvement of the Coal Creek Channel is a requirement of the Roadside Mine Permit, <br />to ensure that storm runoff within Coal Creek does not breach the Coal Creek Channel at <br />the location of the CRDA1. <br />
