<br />spoils settle in the vicinity of high walls. The operator regraded the area. No evidence of <br />instability was observed. <br />In the fall of 1997, after the Moffat Area was backfilled and graded, P&M installed <br />stability monuments. Data from three quarters was reviewed showing minor settlement. <br />The minor settlement evidenced in the data is attributed to simple consolidation of the <br />backfilled spoil. There is no suggestion of a lateral movement, which would suggest a <br />stability problem. <br />The four permanent drainages were checked. The final pit drainage, downdrain #2 and <br />downdrain #4 were rock lined. Slope measurements taken in the final pit drainage ranged <br />from 11 %-20% with the steeper slopes in the upper reaches. The rock lined channel <br />extended almost to the top of the channel, well beyond the length of channel required by <br />the permit. The measured channel width was wider than the approved plan, and the depth <br />was within a couple of inches of the approved design. The final pit drainage is <br />functioning as designed. The measurement taken in downdrain #4 showed the depth was <br />a couple of inches less than the design, but the width was about three feet greater than the <br />design. A measurement taken in downdrain #4 showed the constructed channel was <br />wider than the design and the depth was an inch deeper. Some down cutting was <br />observed near the outfall of downdrain #4. The operator subsequently placed additional <br />riprap in the outfall. These three drainages are functioning as designed. <br />Downdrain #3 was fabric lined. Erosion of the channel was observed in several places. <br />A Notice of Violation was issued for failure to maintain the channel. P&M redesigned <br />and reinstalled downdrain #3 lining the channel with riprap. A follow-up inspection was <br />conducted on October 7, 1998 and the violation was terminated. Downdrain #3 has been <br />installed as designed. <br />The sediment control system in the Moffat Area is functioning well. All azeas drain into <br />Pond 4 which is approved for permanent retention. <br />Two roads in the Moffat Area have been approved for permanent retention, the North <br />road and the lower Moffat Road. The North Road is the primary access to the property <br />and is 40 feet wide. The lower Moffat Road provides access to the lower Moffat Area <br />and Pond 4. It has been narrowed to 20 feet in width. <br />Summary and Conclusions <br />Based upon a review of the approved permit application, the applicant's bond release <br />application, and site inspections, the Division finds that P&M has completed backfilling, <br />grading and drainage reestablishment on the proposed release areas in accordance with <br />the approved reclamation plan. <br />Edna Mine <br />C-80-001 <br />Bond Release No. 4 <br />October 26, [998 <br />
