-55- <br />CWI has installed a piezometer within the downslope face of the west portal <br />bench embankment fill, as depicted on Sheet 5 of 10 of the Golder Associates <br />Report, entitled "Mine Bench Fill". This piezometer will allow observation of <br />the phreatic water table surface within and beneath the embankment fill. <br />During final reclamation of the OVWM, the fill will be removed. The portal <br />cut will be backfilled with this fill and a slope ranging from 2.5:1 to 1.5:1 <br />(r:h) will be established. This slope will approximately achieve the <br />post-mine configuration. <br />The operation is in compliance with the requirements of this section. <br />XVIII. COAL PROCESSING WASTE AND NON-COAL PROCESSING WASTE (2.05.3(8), <br />Non-coal processing waste narrative mdy be found on pages 55 and 76 of 2.05, <br />Volume 1. Underground development waste rock pile and specifications are <br />documented in Volume 6A. <br />CWI's plan for non-coal processing waste disposal on site is in compliance <br />with the regulations. Non-coal processing waste such as paper trash, garbage, <br />scrap metal, and other non-hazardous waste is currently disposed of at the <br />Delta County Landfill. <br />CWI, in response to Stipulation No. 16 of its original Permit No. C-038-81, <br />obtained approval for an underground development waste pile at the Orchard <br />Valley Mine. <br />Briefly, the plan consists of three phases. Phase I consists of waste pile to <br />be constructed on the "West Ridge" site, immedlately adjoining the <br />southwestern toe of the lowest existing fill bench at the Orchard Yalley Mine <br />surface facilities. This terraced pile is proposed to accommodate 130,000 <br />cubic yards of waste and fulfill the mine's waste disposal requirements for a <br />period of 8.8 years. In January, 1988, 64,417 tons of waste had been disposed <br />of at the West Ridge site. Approximately 25,000 tons were added to the pile <br />in 1987, due to development in the West Mine area. This exceeds the expected <br />average annual waste production estimates. This rate of waste production is <br />not expected to continue. <br />Phase II consists of an analogous, but smaller, waste pile to be constructed <br />on the "East Ridge" site, immediately east of the Phase I pile. Phase II will <br />contain 60,500 cubic yards of waste and require approximately four (4) years <br />to construct. Phases I and II are separated by a natural ephemeral drainage <br />channel. <br />Phase III of the proposed waste pile plan consists of a plan to fill the <br />drainage separating East and West Ridges, as well as the imposition of <br />additional 530,000 cubic yards of material on top of the original Phase I and <br />II waste piles. This is projected to occur over a life span of thirty-six <br />(36) additional yea s. The total life of the three phases will be forty-eight <br />(48) years and enco pass the disposal of 720,500 cubic yards of processed <br />waste. <br />
