Therefore the Division requests <br />mine inflow monitoring through the following stipulation. <br />Stipulation No. 29 <br />THE OPERATOR SHALL CONTINUE TO SUBMIT TO THE DIVISION AN ANNUAL REPORT <br />OF INFLOWS, DISCHARGES, AND CONSUMPTION OF WATER WITHIN THE MINE. THIS <br />REPORT IS TO INCLUDE A MINE WORKINGS MAP SHOWING THE LOCATION AND <br />QUANTITY OF INFLOWS; A TABLE KEYED TO THE MINE MAP WHICH SHALL CONTAIN <br />THE SOURCE (I.E., FAULT, FRACTURES, ETC.), QUANTITY, DURATION AND <br />QUALITY (I.E., pH „ ELECTRO-CONDUCTIVITY AND TEMPERATURE) OF ALL <br />MEASURABLE INFLOWS; A TABLE CONTAINING RECORDS OF WATER IMPORTED FOR USE <br />WITHIN THE MINE; A DISCUSSION OF THE WATER BALANCE WITHIN THE MINE; AND <br />FINALLY, A PROJECTION OF HYDROLOGIC IMPACTS OF MINING IN THE UPCOMING <br />YEAR. THE MINE INFLOW STUDY SHALL BE CONDUCTED DURING THE MONTH OF <br />JUNE. IF THE OCCURRENCE OF INFLOWS BECOMES SIGNIFICANTLY GREATER THAN <br />THE ANTICIPATED RATES, THE DIVISION MAY REQUIRE THAT AN ADDITIONAL <br />INFLOW STUDY BE CONDUCTED AT ANOTHER TIME DURING THE YEAR. <br />In order to evaluate the hydrologic impacts of the underground development <br />hydrologic impacts of the underground development waste pile on the alluvium, <br />Colorado Westmoreland shall monitor node 22 (B7 ). <br />Stipulation No. 32 <br />THE OPERATOR SHALL MONITOR ONE ALLUVIAL MONITORING WELL IDENTIFIED AS <br />NODE 22 OR 87. WATER LEYELS, PH, ELECTROCONDUCTIVITY AND TEMPERATURE IN <br />THIS WELL MUST BE MONITORED MONTHLY AS WEATHER PERMITS, AND WATER <br />QUALITY SAMPLES SHALL BE DRAWN QUARTERLY FOR THE PARAMETERS LISTED IN <br />APPENDIX A. <br />With acceptance of the above stipulation the operation is in compliance with <br />the requirements of this section. <br />Surface Water <br />Surface water information may be found in Yolume 1, on pages 42-47 of section <br />2.04, pages 114-135 of section 2.05.6, and in Volume 4. Water Rights <br />tabulations and an augmentation plan are found in Volumes 5 and 5A. Annual <br />hydrologic reports have been prepared since 1982 and exist as stand-alone <br />volumes. Fora description of the surface water hydrology of the mine area <br />and permit revision area, and a discussion of the impacts of mining on surface <br />water, please refer to the Surface Water Hydrology and Climate portion of <br />Section IX, Probable Fydrologic Consequences and Cumulative Impact Assessment <br />of this document. <br />CWI's baseline surface water collection for the pemit area consisted of <br />reviewing existing baseline studies on the area, compiling a list of water <br />rights on file with the State Engineer, identifying water resources using <br />aerial photographs, and actual on-the-ground surveys. Only one concern was <br />noted with the baseline study that pertains to an areal outside the first <br />five-year permit term. CWI has not obtained right of gentry to conduct on the <br />ground baseline surveys on the two tracts of land totalling 286 acres within <br />the East Roatcap Creek drainage basin.
