Mulching Techniques <br />- Straw or native grass hay mulch will be applied to all reclaimed areas <br />at a rate of 4000 pounds/acre and crimped into the surface. <br />Irrigation <br />- No irrigation is planned at the site. <br />Pest and Disease Control <br />- Prior to use the permittee will submit a plan for Division approval. <br />Rvegetation Success Criteria <br />- Since the area was previously disturbed and unreclaimed, the requirements of <br />Rule 4.15.10 apply. The Division is establishing a cover standard of 70% live <br />vegetative cover to prevent erosion and achieve the capability of the replaced <br />plant growth medium. <br />Soil Testing Plan <br />- Testing for nitrogen, organic matter, phosphorus, and potassium to determine <br />need for fertilization. Prior to fertilization Division approval will be <br />sought. <br />During the course of the review the applicant requested that the Division set <br />a revegetation success criterion based on the site characteristics and the <br />requirements of Rule 4.15.10. In order to meet the requirements of Rule <br />4.15.10, the revegetated area must: 1. have a ground cover not less than can <br />be supported by the best available topsoil or other suitable material; 2. <br />shall not be less than the ground cover existing before redisturbance; and, <br />3. shall be adequate to control erosion. The Division has arrived at a value <br />of 70% ground cover (live vegetation) as the revegetation success criterion <br />for the Coal Gulch Mine. This value will meet the three requirements of Rule <br />4.15.10, and the Division feels, based on the reclamation plan proposed, and <br />the site characteristics, that this is a realistic and achievable goal. <br />Therefore, it is stipulated: <br />Stipulation No. 6 <br />THE REVEGETATION SUCCESS CRITERION FOR THE COAL GULCH MINE SHALL BE 70% <br />LIVE VEGETATIVE GROUND COVER IN ACCORDANCE WITH RULE 4.15.10. <br />
