Other Potential Aquifers <br />The Cliff House Sandstone, which overlies the Menefee Formation, transports <br />limited water in the Coal Gulch area. <br />A fracture controlled spring flowing about 1 gal/min was observed issuing from <br />the Cliff House in a tributary canyon to Coal Gulch above the mine site. <br />Seeps issuing from the Cliff House were observed at elevation 7400 feet, just <br />west of the proposed permit area. <br />To determine the presence and characteristics of a Cliff House Sandstone <br />aquifer, and/or a possible upper Menefee aquifer, the applicant has committed <br />to installing a double completion water well. This well will be drilled in <br />the NW 1/4 NW 1/4 Section 16, T35N, R10W. The purpose of this well will be to <br />monitor water levels and quality in both formations. Therefore, the well must <br />be constructed and completed in such a manner so as to preclude any connection <br />through the wells of the two formations. Well completions and drillers data <br />will be submitted to the Division, as well as data from either slug or pumping <br />tests which will also be performed to determine hydraulic connections between <br />the formations, and aquifer characteristics. <br />Water levels in each well will be measured monthly, and water quality will be <br />sampled quarterly for the parameters listed in Stipulation No. 3. The results <br />of this monitoring program will be tabulated, analyzed and submitted to the <br />Division annually, no later than February 28th of each year. <br />The Point Lookout Sandstone/Menefee Formation contact, 200 feet to 250 feet <br />below mining, is a potential aquifer system. This contact is believed to be <br />the principle aquifer in the Hay Gulch area, about 5 miles west of Coal <br />Gulch. No information regarding this aquifer was presented in the <br />application. the applicant will be drilling a water supply well which will be <br />completed in the Point Lookout Sandstone. The applicant has committed to <br />submit to the Division all pertinent information: State Engineer permit <br />number; Drillers logs; perforated casing information; and, pump rates. Mining <br />of the "A" Seam will not be capable of inducing flow from this potential <br />aquifer system, nor will mining impact this aquifer due to the thickness of <br />the relatively impermeable interburden. <br />With the acceptance of the above stipulation, the proposed operation is in <br />compliance with the requirements of this section. <br />
