Introdr^tion <br />This document is the decision package prepazed by [he Colorado Division of Minerals and <br />Geology (the Division) for the Seneca II Mine, permit number C-80-005. This document <br />includes: 1) the proposed decision to approve with stipulations the permit renewal application; <br />2) a sutnmary which includes a history of the review of the permit application, a description of <br />the environment affected by the operation and a description of the mining and reclamation plan; <br />and 3) the written findings of compliance the Division has made as required by the Colorado <br />Surface Coal Mining Reclamation Act. Detailed information concerning [he findings of <br />compliance can be found in the Regulations of the Colorado Mined Land Reclamation Board for <br />Coal Mining. <br />The Division has received an application for a permit renewal to conduct surface coal mining <br />and reclamation operations at the Seneca II Mine. The application was submitted by Seneca <br />Coal Company, the operator of the mine. Surface lands within the permit area aze privately and <br />state government owned, while mineral rights are held by the United States, the State of <br />Colorado, and private parties. The permit area is in Routt County, Colorado, in lands included <br />within: <br />Township 5 North, Range 87 West of the 6th Principal Meridian: <br />Section 1 & 2: All <br />Section 3: Portions of El/2El/2 <br />Section 11: NE1/4, N1/2NW 1/4, SE1/4NW 1/4, NE1/4SE1/4, NE Diagonal''/z <br />NW 1/4SE1/4, and NE Diagonal''/z SEl/4SE 1/4 <br />Section 12: All <br />Section 13: N1/2Nl/2N1l2 <br />Township 6 North, Range 87 West of the 6th Principal Meridian: <br />Section 27: Portions of the following - SEl/4SW 1/4, SW 1/4SW 1/4, SW 1/4SE1/4 and <br />SEl/4SE1/4 <br />Section 34: El/2E1/2, PIW 1/4NE1/4, portions of NE1/4NW 1/4, portions of <br />SW I/4NE1/4 <br />Section 35: W1/2, W1/2E1/2, portions of SEl/4NE1/4, portions of EI/2SE1/4 <br />Section 36: Portions of S1/2S1/2 <br />Township 5 North, Range 86 West of the 6th Principal Meridian: <br />Section 6: W1/2W1/2SW1/4 <br />Section 7: W 1/2NW 1/4NW 114, N1/2SW 1/4NW 1/4 <br />All west of the 6th Principal Meridian, totaling 3, X57 acres, of which 800.1 are planned to be <br />disturbed by surface operations. Ownership of the surface by State and Private interests is <br />2434.5 and 1022.5 acres, respectively. Seneca Coal Company is permitted to mine 320.9 acres <br />of federally owned coal. <br />
