v <br /> <br />rdoverr~r~er 1?, 1U86 <br />Nrch Melliadrs, <br />Statronary Sources Section, <br />Dlvislon of Arr Pollution Control, <br />Colorado Department of Health, <br />42 I U East 1 1 th St., <br />Denver, Colorado 130220 <br />Dear Sir: <br />I am wrrtinq in response to the Public PJotice in the San Miguel Basin <br />Forum, 10/20/88, requesting comments regardmq the en~~isson permit <br />application by Peabody Coal Company to mine west of the town of Nucla. <br />We live two tenths of a mile north of the Peabodv Coal Company's <br />present mine northwest of IJucla. VJe protested, to Scott Milier of the <br />Grand Junction office of Air Pollution and to the Division of Mined Land <br />P,eclamation, as early as last March the excessive dust produced by the <br />operation during earth removal and haulage of both overburden and coal. <br />This was to be rectified, as much as Dossible, by sprinkling and grading of <br />haulage roads, at least, twice a day. This was followed at fast, <br />providing adequate relief; but Chen, compliance became more and more <br />sooradic until as much as a week. has passed with no visible sign of <br />spnnl:lina. The dust from the Decimeter counh~ road ~s well as that <br />from the piled residue create some of their problem <br />Blasting was to he done so as to create a minimum of shod: tD the <br />5urroUndlnD area and, a5 \4~e understood, a minlmUm Of dust. I h'S I)'pe Of <br />charge detonation h2s occcured on, roua.hly, one rn true blasts, proving <br />they do i:now no~a~ We, respectfully, request strict requlatrDn with <br />supervision to prevent similar problems next to the city of !~~ucla and nn <br />into the future as they indicate they anticipate mining the countryside <br />over a period of years <br />The health factor for the many miners and others m the area with <br />emphysema 2nd similar respiratory problems is as crucial as the need for <br />Peabody to mine the coal.
