EXHIBIT [ <br />SOILS INfOFMpTION <br />INTROOUCTION_ The soils information provided in the original permit <br />application was prepared by the U. S. Soil Conservation Service prior to <br />the time that the E1 Paso County Soil Survey was completed. As a <br />result, the original information was somewhat lacking in site- <br />specificity. Since that time, much mare information has been gathered <br />on the entire county, and the soil survey was completed. Therefore, the <br />information available on this site is considerably greater, more <br />detailed, and more useful for reclamation planning purposes. The basis <br />far the information to follow is the S.C.S. survey, but it has been <br />modified with additional site-specific information, particularly <br />information concerning the history of soil disturbance at this site and <br />the modifications that have occurred as a result of that history. This <br />• is necessary because, in many ways, soils as well as the vegetation <br /> growing on the soil is a summary of the site's history. These site to <br />site historical differences produce the variations we observe in both <br />soils and vegetation, and this historical context is important to <br />understanding the environment of the site. Without that understanding, <br />site-specific reclamation planning is not really possible. <br />This exhibit is divided into two major parts. The first part will <br />discuss the soils on the east side of Academy Boulevard. The second <br />part will discuss the soils on the west side of Academy Boulevard. This <br />is necessary as there are great differences in both the nature and the <br />history of the soils on these two areas.
