Dept. of Natural Resources <br />In connection with our plans to repermit our existing operations at <br />the Kerr Mine and to gather baseline data on the federal tract lying <br />between our private coal properties on the Sudduth Praw and the Kerr <br />_. Mine, I met with various representatives of the Colorado Mined Land <br />Reclamation Division, the Colorado Division of Wildlife and the U.S. <br />-. Fish and Wildlife Service to determine the level of wildlife resources <br />-_ information needed for the baseline and subsequent monitoring programs. <br />It became obvious to me that Flatiron Paving Company, [•Tyoming Fue].s <br />Company, and Kerr Coal Company were confronted with the universal <br />problem of impacting existing sage grouse strutting grounds and <br />wintering areas. Since the sage grouse utilize the area, we are all <br />operating on a regional basis and it is therefore necessary that we <br />coordinate our efforts to mitigate possible loss of sage grouse habi- <br />tat on a similar basis. I can see no reason why cve as an industry <br />should try and solve this problem as individuals, particularly since <br />we are required by existing regulations to monitor the impacts of <br />mining on lands adjacent to our existing operations. Since our areas <br />of concern in this respect result in overlapping geographic areas of <br />responsibility, I believe it would be advantageous for us to meet <br />together as a group with representatives of the above-mentioned agencies <br />plus the Bureau of Land Management so an acceptable solution can be <br />worked out with respect to the sage grouse problem. <br />Since the Flatiron Paving Permit is scheduled to be heard by the <br />- Colorado Mined Land Reclamation Board on January 23rd, I am proposing <br />_. that we try and meet in the Division of Wildlife Office in Denver <br />I <br />
