The total disturbed acreage reported by Coors Energy Company is 455.8 acres (2004 ?annual
Reclamation Report; Permit Renewal No. 4 findings). The Division calculates the amount
eligible for Phase II bond release on 53.9 acres as follows:
$4,402,022.00 x 0.25 = $1,100,505.50 for phase II tasks for the total 455.8 acres approved
disturbance.
53.9 acres were requested for phase II bond release in SL-3.
53.9 acres - 455.8 acres = 0.1183
$1,100,505.50 x 0.1183 = $130,189.80 eligible for phase II bond release in SL-3
Phase release Acres released Amount released
Applicable bond
amount $4,402,022.1)0
SL-1 I and II 179 PI & 111 PII - 1 787 113.00
TR-32
bond reduction I & II tasks 4.5 -$27,384.00
SL-2 I 51.76 - 146 955.(10
SL-3 II 53.9 - 130189.E0
Remaining required
bond $2,310,380.20

Liability before SL3 2 467 954!DO
'Casks associated with
SC.3 -$229,646.(10
Liability after SI: 3 2 238 308.00
The Division previously reduced the Keenesburg Mine liability by $27,384.00 for reclamation
tasks associated with the reclamation of Pond 2, Dugout Pond and East and West perimeter
diversion ditches with the approval of TR-32 (September 28, 1998). Due to problems with the
Division's permit system at that time, the TR-32 reduction was appazently added back in
erroneously during the next permitting action, MR-36, which was approved on August 2, 1999.
The Division is proposing to correct this error in conjunction with this bond release.
Coors Energy Company requested bond release of $191,433.10. The Division is limited by Rule
3.03.1(2)(b} to release no more than $130,189.80. The Division determined the reclamation
liability for the Keenesburg Mine prior to this bond release application at $2,467,954.00. Based
on the observations above, the Division proposes to release $130,189.80 in addition to
con•ecting the reduction of $27,384.00 approved with TR-32. These two values total
$157,573.80. The remaining $2,310,380.20 is sufficient to assure completion of the remaining
reclamation work at the site if the work had to be performed by the Division, including the cost
of reestablishing vegetation on any revegetated azeas, should those azeas fail. The Division
estimates its cost to complete remaining reclamation work at the site to be $2,238,308.00.
Reclamation work which remains to be done at the site includes completion of backfill and
grading of the remaining portions of Pit B; ripping and regrading of interior access roads; topsoil
C-1981-028, SL-3 8 4/'!8/2006
