SHELTON, Dlreclor <br /> <br />June 22, 1983 <br />RE: <br />Bob Liddle \ \ (~~~~ <br />Jim Pendleton \--w'J"-~ <br />Blue Ribbon 1 C any's February 10, 1983 Stipulation Response <br />Document - +u of Responses to Stipulations No. 1 and No. 3 <br />Pursuant to your request, I have reviewed the document entitled "Blue Ribbon <br />Coal Company's Stipulation Response Document, February 10, 1983". <br />Specifically, I have reviewed the responses to Stipulations No. 1 and No. 3, <br />placed upon approval of the Blue Ribbon Mine permanent proyram permit, <br />C-047-81. I forward the following comments for your consideration. <br />Stipulation No. 1 <br />The company's consultant, Rocky Mountain Geotechnical, Inc., has completed the <br />mapping of the haul road area. The consultant has determined that colluvium <br />in excess of 1U.5 feet in thickness exists between stations 6+00 and 10+OU. <br />Ir1 fact, two landslide features were observed adjoining the access road within <br />that segment. <br />Kenneth Meyers, P.E., President of Rocky hountain Geotechnical, Inc., observed <br />that these landslide features appear to have proyressed upslope to their <br />expected maximum extent. Further, Mr. Meyers observes that he believes <br />attempts to treat these slopes would only worsen the existing conditions. <br />Having examined the site, I concur with this opinion. It is my belief that <br />the operator's efforts should be concentrated upon affecting the best final <br />reclamation possible, in order to prevent worsening of the slope instaoiiity <br />conditions. <br />Stipulation No. 3 <br />The company's consultant for Stipulation No. 3, also Rocky Mountain <br />Geotechnical, Inc., has completed a geotechnical stability analysis of the <br />proposed backfilling and grading reclamation alternatives. This analysis <br />conforms with the prudent state-of-the-art of slope stability analysis. <br />However, the analysis presents a selection of possible alternatives. The <br />operator will need to unambiguously state exactly which alternatives will be <br />implemented in each of the reclamation situations. <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
