... . <br />Several concerns arose concerning the seed mixes the applicant proposed for <br />reclamation at the site. This issue was resolved with the applicant agreeing <br />to submit seed mixes on an annual basis for approval by the Division. <br />The Division proposes to approve the use of some introduced species in the <br />reclamation seed nriz. The applicant has submitted information which shows <br />that the introduced species are desirable and necessary to achieve the <br />approved post-mining land use, and are not poisonous or noxious (Rule 4.15.2). <br />The applicant has proposed that the Division approve a variance from the <br />requirement to reestablish pre-mining shrub densities. The Division has <br />reviewed the supporting information provided and has approved the proposed <br />plan. The plan involves the transplanting of mature shrub clumps of a given <br />size onto the reclaimed surface. Survival within clumps is being monitored by <br />the applicant. <br />As detailed in Trapper Mining, Inc. 's responses to the Division's preliminary <br />adequacy review (material received on July 27, 1987), numerical shrub density <br />standards have been established as follows: <br />°The shrub density standard for Trapper Mine on Range Site A and B will <br />be a minimum of 400 live stems per acre. <br />°Within the 1.6 acre mature shrub clumps the density shall be 3,164 <br />live stems per clump. <br />°There are no shrub density standards for Range Site C. <br />°If the use of mature shrub clumps is discontinued the current shrub <br />density standards will be reevaluated and new standards may be considered <br />by the Division. The Division finds that his lower standard is <br />appropriate for density in woody vegetation communities (Rule 4.15.8(7)). <br />The above success measurement standards are acceptable to the division (Rule <br />4.15.7(1)). <br />°The diversity of the.revegetated areas shall be considered acceptable if <br />there are at least as many perennial herbaceous species on the revegetated <br />area which contribute a two-year average of 5~ or more of the total relative <br />cover, as there are ,fn the corresponding permanent reference areas.. Noxious <br />or undesirable species will not be used. No species, however, can contribute <br />more than 50~ relative cover unless future baseline data indicate this number <br />should be higher udder some circumstances. <br />Pursuant to Rule 2.07,6(2)(n), and on the basis of available information, the <br />Division finds that the proposed operation will not affect the continued <br />existence of any threatened or endangered plant specles. <br />The operation is in compliance with the requirements of this section. <br />-- -45- <br />ATTACHMENT 2 <br />
