<br />Mr. Gregg Squire, CMLRD <br />10/3/88 - page 2 <br />The premine range site is logically a better inventory of perennial <br />herbaceous species than a reference area. Reference areas sample only dis- <br />crete portions of range sites whereas premine range site sampling is based <br />on samples randomly taken over the full extent of the area to be disturbed. <br />Thus, the species information obtained from sampling range sites is likely <br />to be a more representative estimate of the actual number and distribution <br />of species. Trapper Mine proposes to use the sampling year 1980 as the <br />basis for species composition (diversity standard). <br />2. The total number of species, based on the 1980 premine range site relative <br />cover values for perennial herbaceous plant species, which add up to at <br />least 708 relative cover, shall be the minimum number of perennial herba- <br />ceous plant species re-established. Only those perennial herbaceous plant <br />species which contribute between 5 and 508 relative plant cover may be <br />counted. <br />Example: <br />Premine Range Site <br />8 Relative Cover <br />Spp 1 32* <br />Spp 2 25* Rec. Goal 4 spp min, must contribute between 58 <br /> and 508 relative cover. <br />Spp 3 10* * Total 728 <br />Spp 4 5* <br />Spp 5 5 <br />Spp 6 4 Note: Five species would not be required in the <br /> total number to re-establish since four species <br /> on the premine area account for at least 708 of <br /> the relative cover. Also, if any one species <br /> contributes in excess of 508 relative cover, <br /> 508 relative cover would be the value used for <br /> that species in the calculation on the postmine <br /> site. <br />Rationale <br />A review of OSM's recommended revegetation standards techniques (A Survey of <br />Techniques For Measurement of Herbaceous and Shrub Production, Cover and <br />Diversity on Coal Lands in the West, Office of Surface Mining, Region V, <br />January 31, 1980. page 43) implies that the n number of species accounting <br />for 708 of the species diversity be the reclamation re-establishment goal. <br />Also, the Division approved the Colorado-Yampa Coal Company's application <br />under permit C-81-071 which requires, '... that at least four species will <br />make up 648 of the relative percent composition in the reclaimed community." <br />cont. <br />
