In order to conserve soil moisture, ensure stability, and control erosion on fmal graded slopes. <br />The Division approved cut-and-fill terraces. These terraces are compatible with the post-mining <br />land use, and will meet all the requirements of this Rule (4.14.2(2)). <br />B. As noted eazlier, Kaiser Steel Resources has completed all backfilling and grading at the <br />mine site in a manner consistent with the approved plan. A complete 60 percent Phase I bond release <br />was approved in 1992. <br />VII. Revegetation{tc \13 "VII. Revegetation} <br />A. Information on baseline vegetation for the approved permit can be found in Section 2.04 of <br />Volume I and Exhibit 5 of the permit application. Three vegetation communities were disturbed by <br />mining operations. They were the Pinyon-Juniper, Mountain Shrub and pasture land. <br />Information on the revegetation plan and revegetation success criteria, as well as methods to measure <br />herbaceous cover and production, species diversity, and woodyplant density can be found in Section <br />2.05.4. The Division approved the use of introduced species in the reclamation seed mix for the <br />irrigated pasture area. The applicant submitted information which showed that the introduced <br />species were desirable and necessary to achieve the approved post-mining land use, and aze not <br />poisonous or noxious. <br />The Division approved the use of reference azeas for dryland and irrigated pasture land communities <br />for purposes of determinations of revegetation success. Comparisons between reclaimed and <br />undisturbed areas, in order to demonstrate that success criterion of4.15.8, 4.15.9 or 4.15.10 has been <br />met, will be based on the following: <br />For azeas reclaimed as dryland pasture, vegetative cover and herbaceous productivity will be equal to <br />or greater than 90% of the cover or productivity in the dry land pasture reference area. There will be <br />at least 2 cool season perennial grasses, 1 warm season perennial grass and 1 perennial forb, each <br />contributing between 3 and 60°!o relative cover. There is no success standazd for woody plants. The <br />same success criteria apply to areas reclaimed as range land/wildlife habitat. <br />For areas reclaimed to irrigated pasture, vegetative cover and herbaceous productivity will be equal <br />to or greater than 90% cover or productivity in the irrigated pasture reference azea. There will be at <br />least 3 cool season perennial grasses, each contributing between 3 and 40% relative cover. There is <br />no success standard for woody plants. <br />VIII. Post-mining Land Use{tc V3 "VIII. Post-mining Land Use} <br />A. The Division has approved the original post-mining land use of rangeland and wildlife <br />habitat. The land-use meets the criteria of Rule 4.16.3. <br />15 <br />
