I. PROCEDURES AND SUMMARY OF THE REVIEW PROCESS <br />P&M applied for a Phase I bond release under the Colorado Surface Coal Mining and <br />Reclamation Act following reclamation of the West Ridge and Center Ridge areas of the Edna <br />Mine. The area requested for release is located in Routt County, 5 miles northwest of Uak Creek. <br />It is located in Township 4 North, Range 86 West of the 6th Principal Meridian, further described <br />as follows: <br />Center Ridge: <br />Section 24 - SE'/,, NW'/a, NE'/<E%z, SW'/,, NE'/,NE'/e, N~i,~S'~/a <br />West Ridge: <br />Section 13 - NE'/<, NW'/,SE'/,, NW%S W'/,, NW'/, W'/Z, NW%,, NE'/,W%z, SW'/<, <br />NE'/<SW%W'/, NW'/<, SE'/, W'%z, SW%, SE'/, <br />Section 14 - SE'/, <br />Section 23 - E'/~, NW'/,, NE'/<E%z, NE'/a, NW'/, <br />Section 24 - NW'/,W%,, NW%, NE'/,W%z, SW'/,, NE'/,NW%, SW'/,NE'/,, SW'/<W'/z, NW'/,, <br />SE'/< <br />The Center Ridge area was mined and reclaimed under the Colorado Surface Coal Mining <br />Reclamation Act (Act) effective in May 1977, but was reclaimed after the current Rules were <br />promulgated. Accordingly, this azea was permitted under the current Edna Mine permit, and is <br />included in the reclamation liability associated with the permit. <br />The West Ridge azea was initially mined for the Lennox coal seam in the 1950's, and was <br />remined for the Wadge seam after 1980. The entire West Ridge disturbance azea, as depicted on <br />Exhibit 4.8-1 of the approved permit application package, is included in the reclamation liability <br />for the current Edna Mine permit. <br />The application for Phase I bond release was received by the Division on June 19, 1996. The <br />application was deemed complete on September 12, 1996, after the Division received proof of <br />publication of [he applicant's public notice. P&M published notice of the bond release <br />application in the Steamboat Pilot once weekly for four consecutive weeks, beginning August 8, <br />1996. P&M also notified land owners within and adjacent to the mine permit area, and other <br />interested parties, of the application for bond release as required by Section 3.03.2(1). <br />No written objections or requests for an informal conference regarding the bond release <br />application were received by the Division. Comments were received from the Department of <br />Energy, regarding power transmission lines within the release azea, on September 4, 1996.
