Capt. of A~atural flesourc~ <br />Dear Joe, <br />This letter is intended to address some negative response I"ve <br />received on the wildlife preservation concept with parcel "A" <br />of the West Rifle Pit amendment. Division of Wildlife although <br />strongly encouraging this designation is reluctant to have title <br />dedicated to themselves. The only options they could offer were <br />to keep title by Mr. White, dedicate title to City of Rifle or <br />dedicate title to Garfield County. <br />Mr. [dhite could ask the county assessor for a conservation ease- <br />ment but any benefits of dedication or release of tax liability <br />would be negated. This leaves this option without any advantage <br />to offset purchase price and other costs of obtaining the parcel. <br />I don't believe it is a viable option. <br />The City of Rifle has not affirmed acceptance to date. The planning <br />staff discouraged the cities present participation. Ted Anderson, <br />the City Manager, reported he would advise me by letter as soon <br />as a decision is made. <br />Garfield County has suggested the future availability of Conser- <br />vation Trust Funds (re Colorado State Lottery) as being a possible <br />means for acceptance. Stan Brome, the County Administrator, was <br />encouraging and I think something can be worked out with Garfield <br />County. I have not requested the counties approval as I feel ob- <br />ligated to wait Rifle's decision first. <br />I think it is incumbent upon me to address the possibility of fail- <br />ing to find an agency willing to accept this encumbered land dedi- <br />cation. I would propose that at our annual report filing date, we <br />review progress and if necessary submit a technical revision delet- <br />ing Parcel A from the mining plan and the reclamation provisions. <br />I sincerely hope that this will not be necessary. I think Mr. White <br />has a good program and has tried to work with the Division of [dild- <br />life and others concerned.
