This pond will collect runoff from the
disturbed areas of the crib wall removal. The lower portions of the upper bench clear water
diversion ditch needs to be re-established (this work is significant enough to require small
egipment). This repair would inhibit upland runoff from crossing the upper portal areas
disturbed by reclamation activities. Five small aeeas in the upper reaches of the ditch need to be
cleared (by hand). AML or 1 could accomplish this work.
OTHER. As part of this project, recommend the scrap iron of the dump be salvaged or buried (at
[he option of the contractor) along with the coal mine waste materials or at the toe of slope at the
uphill side of the lower (air portal) bench. This pile of mining equipment residue might attract
people from the nearby Sunlight Ski (and recreation) area, and thus presents a (moderate) safety
hazard. The remaining dump might be covered with spoil and seeded. However, as this dump is
at the edge, if not in, the 100-year flood plain, eventual exposure of any materials lefr would be
anticipated. Trash in the ditch from the air portal seals might also be cleared. Grading out of the
upper bench would eliminate this side-road run-out, and the gate posts, berm, etc. at the entrance
could be removed.
There are two barrels (55-gallon drums) of unknown material on the site. As part of this, or a
separate special contract, recommend the contents of these barrels be determined and the drums
be disposed of as appropriate. This work might be expedited so the drums do not interfere with
the routine reclamation work.
As another project, there is settlement at the air shaft in the NW '/a NW '/~ of Section 34, T7N,
R89W, approximately 1,600 feet north of the upper portals (crib wall area). Collapsed timbers
and a 10-foot-deep depression suggest failure of any plug that may have been placed in the shafr.
There is an adjacent depression, leaving a depressed area about 30 feet long, 15 feet wide, and
up to 10 feet deep at the site. No significant surface drainage appears to be directed to the shafr,
but direct precipitation enters the underground mine workings. This site may have the potential
to open up into a vertical air shaft to the working below, presenting a threat to personnel engaged
in ranching, hunting, or trespassers from the nearby ski area. As an expedient measure, the area
might be fenced with 4-wire barbwire, strong steel posts, and signage. The access road is in
good shape, overgrown with grass, and, when dry, could sustain light traffic without undue
damage.
The current landowner of record at the Garfield County courthouse (18 May 1999) is John M.
Stirling, 704 Stripper Lane, Carbondale, CO 80162-3880.
Please contact me if you have any questions concerning these comments.
Cc: Jim McArdle
Dan Hernandez
