IV. Topsoil <br />No topsoil was recovered from the historically disturbed areas of the Bear No. 3 Mine. <br />Approximately 15 inches of topsoil was recovered from the undisturbed parts of the Bear <br />No. 3 Mine. The topsoil from the Bear No. 3 facilities area was stored in a stockpile <br />northeast of the mine office. <br />The reclamation plan for Bear No. 3 called for ripping the facilities area to alleviate <br />compaction and reapplication of six inches of topsoil over most of the facilities area. The <br />topsoil replacement depth was less than the topsoil salvage depth because topsoil was to be <br />redistributed over a larger azea than the area from which it was salvaged. <br />V. Sealing of Drilled Holes and Underground Openings <br />Sealing of the Beaz No. 3 portals is described in Section 1.05.4 of the Beaz No. 3 permit <br />application. <br />On November 11, 1996, the Bear Coal company peananently ceased all mining operations at <br />the Bear No. 3 Mine. Permanent seals were constructed and completed in all three portals at <br />the Bear No. 3 Mine. In each of these three seals, a discharge pipe was installed to release <br />any water that could jeopardize the integrity of these seals. <br />The proposed operation is in compliance with the requirements of this section. <br />VI. Use of Explosives <br />Information describing explosive storage and use of the Bear No. 3 Mine is presented in <br />Section 4.08 of the Beaz No. 3 permit revision application. <br />No surface blasting took place at the Beaz No. 3 Mine. Underground blasting occurred as <br />required by mining. No explosives were stored at the mine site. Explosives used at the <br />mine were brought on site as required. <br />VII. Disposal of Excess Spoil <br />Disposal of excess spoil did not occur at the Bear Mines. <br />VIII. Coal Mine Waste Banks <br />There are no coal mine waste banks at the Bear No. 3 Mine. <br />IX. Coal Mine Waste <br />Information regarding coal processing and non-coal wastes at the Bear No. 3 Mine is located <br />in Sections 2.05.3 and 4.11, and Map 10 of the Bear No. 3 permit application. <br />23 <br />
