Metal Mining SWMP Guidance Document <br />Page 2 a <br />2. Area Subject to Effluent Limitations Guidelines <br />Each plan shall describe the portions of the mining site which contribute runoff to areas subject to <br />eff Zuent limitations guidelines contained in 40 CFR subchapter N. <br />Many mining sites aze already regulated under other federal and state programs. The federal regulations aze <br />under 40 CFR, Section 440 -Ore Mining and Dressing. This section covers the mining, milling, etc. of metals. <br />If your site has a dischazge of mine water, processing water, a draining portal or adit, or runoff from any active <br />mining areas, that dischazge must be covered under a CDPS industrial discharge permit. This is not the same <br />thing as your CDPS stormwater permit. The azeas from which such dischazge occur aze then covered under the <br />industrial dischazge permit, and so aze not regulated under your stormwater permit. <br />Some sources of stormwater which aze not addressed under effluent regulations aze roads and railroad lines, <br />pond outslopes, inactive loadouts (coal mines), sites for storage and maintenance of material handling <br />equipment, etc. <br />If you have any questions on which portions of your site aze covered under which permit, call the Water Quality <br />Control Division at (303) 692-3500. <br />3. Site Man <br />Each plan shall provide a site map or maps which indicate at a minimum: <br />- mining/milling site boundaries and access and haul roads; <br />- equipment storage, fueling and maintenance areas; <br />- materials handling areas; <br />- areas used for storage of overburden, materials, soils or wastes; <br />- areas used for outdoor manufacturing, storage or disposal of materials; <br />- location of mine drainage or any other process water; <br />- tailings piles/ponds, both new and pre-existing; <br />- mine drainage or any other process water discharge points; <br />- springs, streams, wetlands and other surface waters; and <br />- boundary of area that contributcs runoff to outfalls that are subject to effluent limitations <br />guidelines. <br />For those areas outside of the area that rnntributes runoff to outfalls that are subject to effluent <br />limitations guidelines: <br />- an estimate of the direction(s) of flow; <br />- stormwater outfalls and an orulinc of the drainage area of each stormwater outfall; <br />- each existing structural contra! measure to reduce pollutants in stormwater runoff,• and <br />- the location of impervious structnrcs (e.g. par)dng lots, roofs, etc.) <br />The drainage azeas shown should include the portions of the site where industrial activities occur, as well as <br />those portions contributing stormwater that mixes with mnoff from the industrial azea. Therefore, the entire <br />drainage azea where industrial activities occur must usually be included. <br />Aside from mining, industrial activities can include equipment washing, materials storage, vehicle maintenance <br />or fueling, incineration, waste treatment, storage or disposal, shipping/loading/unloading, etc. You do not need <br />to include industrial activities which only take place indoors, unless there is some part or aspect of the activity <br />with which stotmwater could come in contact. For example, if all vehicle maintenance is done indoors, but <br />vehicle storage or fueling is outside, the vehicle storage or fueling azea must be addressed. <br /> <br />
