Qualified personnel identified by the operator shall make a thorough <br />inspection of their stormwater management system, at least twice per year (in the spring and fall). <br />Where semi-annual site inspections are shown in the plan to be impracticable because an <br />employee is not stationed or does not routinely visit the site, inspections as required in this part <br />shall be conducted at appropriate intervals specified in the plan, but never Zess than once in two <br />years. These inspections must be documented and summarized in the Annual Report (see Part <br />I.E.1 of the permit). <br />1) Disturbed areas and areas used for material storage that are exposed to precipitation shall be <br />inspected for evidence of, or the potential for, pollutants entering the drainage system. Erosion <br />and sediment control measures identified in the SWMP shall be observed to ensure that they are <br />operating correctly. <br />List the items to be inspected (manufacturing azeas, fuel storage and transmission facilities, materials storage <br />azeas, structural BMPs, SPCC effectiveness, good housekeeping practices, etc.). Sites with limited industrial <br />activity will have a correspondingly low level of inspection activity required. <br />O->~X the azeas at the mine which aze covered by your SWMP (see discussion, Item 2 above) need to be <br />inspected under this part. <br />Keep in mind that the semi-annual comprehensive inspections will need to be c~~mmarized and reported in your <br />Annual Report. <br />6. Consistence with Other Plans <br />SWMPs may reflect requirements for Spill Prevention Control and Countermeasure (SPCC) plans <br />under section 31I of the CWA, or Best Management Practices (BMPs) Programs otherwise required <br />by a CDPS permit, and may incorporate any part of such plans into the SWMP by reference. The <br />SWMP may rely upon information developed for other similar pollution control programs, including <br />the Mined Land Reclamation Plan. Appropriate portions of these other plans may be incorporated <br />in the SWMP by reference, as long as a complete SWMP can be reproduced and submitted to the <br />requesting agency within the time frame specified in the request. Those portions of the referenced <br />documents must be included in the submittal The SWMP must also be readily available to an on- <br />site inspector. <br />If the facility, or a portion of it, is already regulated through another program which requires such things as <br />SPCC plans or good housekeeping measures, these can be included by reference. <br />INACTIVE MINES including MINES SEEKING PERMIT TERII~VATION <br />Many of the elements of a SWMP for an inactive mine aze similaz to those for an active mine, but on a reduced <br />scale. See the previous sections for a discussion of these individual items. Item 5 below addresses specific <br />SWMP requirements for mines seeking eventual permit termination through mine-waste remediation. <br />
