Stoddard and Smith (1955:395) and Vallentine (1971:408) have both <br />demonstrated that snow was as effective as open water for sheep. Since <br />• large snow drifts are abundant throughout the Eckman Park elk calving <br />area, the need for additional open water is unnecessary. <br />In summary, Energy Fuels can find no reason to create new watering <br />areas because our experience and opinion gleaned from discussions with the <br />Colorado Division of Wildlife and consultation with scientific articles <br />cited herein do not demonstrate the need. Since we have documented that <br />neither surface or ground waters will be disrupted, all presently avail- <br />able watering holes will be preserved, forage succulence is more than <br />adequate to supply all water needs and that snow is abundant in the area <br />we see no reason to create new watering holes. <br />If our interpretation of the information supplied to us by Mr. Naten <br />is incorrect or of the cited scientific articles is incorrect, we will <br />gladly reconsider our position.
