<br />The Review Process
<br />Trapper Mining, Inc., has applied fora permit revision (Permit Revision No.
<br />2) and permit renewal under the Colorado Surface Coal Mining Reclamation Act
<br />at the Trapper Mine. The mine is located in Moffat County, folorado,
<br />approximately five miles southwest of the City of Craig, south o~nHighway
<br />13/789. The proposed permit area includes the following: Portions of
<br />Sections 5 and 6 in T5N, R90W; portions of Sections 1, 4 and 5 and all of
<br />Sections 2 and 3 in TSN, R91W; portions of Sections 30 and 32 and all of
<br />Section 31 in T6N, R90W; and portions of Sections 21, 25, 26, 27, 28, 29 and
<br />32 and all of Sections 33, 34, 35 and 36 in T6N, R.91W.
<br />Environmental studies for the Trapper Mine were begun in 1?72, while
<br />facilities construction commenced in 1975. Mining operations began in 1077,
<br />at that time the Trapper Mine was operating under permit (No. C.-7F-11)
<br />approved by the Colorado Mined Land Reclamation Board nn May 28, 1976. Utah
<br />International, Inc. submitted an application fora new permit on February 2,
<br />1981, pursuant to Section 34-33-109 of the Colorado Surface foal Mining and
<br />Reclamation Act (hereinafter, "the Act"). This permit was issued by the
<br />Division as Permit No. C-81-010 on December 31, 1982.

<br />On April 27, 1983 the Division approved a transfer of ownership of the Trapper
<br />Mine from Utah International, Inc. to Trapper Mining, Inc.
<br />On February 20, 1987, the Division received a request. from Trapper Mining,
<br />Inc. fora permit revision (Permit Revision No. 1) for permit boundary and
<br />mine plan changes. These changes would allow development work (topsoil
<br />stripping, overburden blasting and pit pumpage) in two mine pits referred to
<br />as the Colt and Browning Pits. This revision was approved by the Division on
<br />August 11, 1987.
<br />Eight sections of the November 23, 1982 findings document were revised for the
<br />Permit Revision Mo. 1 document.
<br />On February 20, 1987, the same date that the application for Permit Revision
<br />No. 1 was received, the Division also received an application from Trapper
<br />Mining, Inc. for Permit Revision No. 2. This revision was submitted to cover
<br />Trapper Mining, Inc. 's five year mining plan from 1988 through 1992. No
<br />additional permit boundary areas were applied for, but in order to accommodate
<br />the advancing pits for the next five years 1,035 acres were added to the
<br />disturbed/affected acreage. This revision incorporated changes in numerous
<br />areas including the reclamation bond amount, environmental baseline data,
<br />sediment and erosion control, operations description and other modifications
<br />to the original permit application. Therefore, a completely revised findings
<br />document has heen prepared as part of this Permit Revision No. 2 apprnval
<br />package.
<br />The Division found the submittal for Permit Revision No. 2 complete on
<br />March 2, 1987. The Preliminary Adequacy Review (PAR) was completed and sent by
<br />the Division on April 30, 1987. Trapper responded to these comments with two
