A refuse haul road has been constructed between the D-Portal area and the waste disposal area. <br />Culverts are located where necessary to minimize changes in the existing drainage pattern. Water and <br />a chemical stabilizer(e.g. magnesium chloride) are used to reduce dust along the road. <br />I.B.4 Temporary Coal Lavdown Area The Deserado Mine caught on fire underground on January <br />31, 1996. The working districts of the D-Seam had to be sealed. In order to satisfy interim needs of <br />the Bonanza Station, about 60,000 tons of coal per month were purchased from the Colowyo Mine. <br />The coal was trucked to a laydown area constructed near the transfer station #2 and reclaimed by a <br />stacker conveyor to the overland conveyor no. 3 (CNV3). This temporary measure lasted through <br />April, 1997 while a new longwall system was being made operational. The site includes a pond to <br />contain a 25-year, 24-hour event and 900 feet of access road. BME plans to maintain the temporary <br />coal laydown area as a contingency until the end of the project. This will avoid the potential for future <br />disturbanceshould anotherfailure in the coal supply occur. <br />I.C. Auxiliary Facilities <br />The major disturbed areas consist of the Ventilation Entries (also referred to as East Exhaust Portal), <br />the D Portal area, the Refuse Disposal area, the Railroad Loadout area and the B-Seam ventilation <br />shaft facility. <br />In order to effectively develop the Ventilation Entries site, the old Staley tipple building was dismantled <br />by outside contractors. All metal (steel and tin) was hauled off site and disposed of by the contractor. <br />Concrete footings and foundations were left in place. During excavation/grading, the grade was <br />brought up to a level even with the concrete foundations so there would be no problems passing over <br />the foundations in vehicles. The material storage site was located near the entrance to the old Staley <br />Gordon Mine. The entries at this location were sealed in the Spring of 2000 with site cleanup <br />continuing throughoutthe year and final regrading and reclamation scheduled by Spring 2001. <br />Due to previous contamination and misuse by the Staley Gordon Mine, there is no suitable topsoil in <br />the area to be saved. A dozer was used to level the space and form a berm for sediment control at the <br />low elevation of the site. <br />The D Portal area surface facilities, Map 15, include a building which was previously used as an <br />Administration Building (now used for slorage), the Mine Service Buildings which houses the <br />administration, engineering, safety and operations personnel and the employee bathhouse-lunchroom <br />Rio Banco County Special Use PermitiF81-1 <br />Exhibit B -Mining Plan <br />September2000 <br />17 <br />
