SCC will utilize the backfilling and grading sequence shown on Exhibit 19-1A, <br />Backfilling and Grading Plan, and the associated reclamation schedule to achieve the <br />postmine topography presented on Exhibit 20-2 of the permit application package. <br />Any potentially acid-or toxic-forming spoil material will be identified by sampling <br />regraded spoil, and will be chemically treated or buried with a minimum of four feet <br />oftopsoil. By neutralizing and/or isolating any acid- ortoxic-forming material from <br />the surface, and mixing limited quantities of such material with much greater <br />volumes ofbenign spoil material, any negative effects ofproblematic material will be <br />ameliorated. <br />2. The Division proposes to approve the applicant's plan for disposal of debris, <br />acid-forming or toxic materials, or materials constituting a fire hazard in a <br />manner designed to prevent contamination of ground or surface waters. A <br />contingency plan has also been developed to prevent sustained combustion of <br />flammable materials. (4.14.3(1)(a)). <br />The Division proposes to approve the method and design specifications for <br />covering ofacid-and toxic-forming materials in order to prevent Teaching into <br />surface and ground water and to insure backfill stability. ((4.14.3(2)). <br />VIII. Revegetation <br />Information pertaining to revegetation at the toast Mine is found in Tabs 10, 19, and <br />22 of the permit application package. <br />Five major vegetation community types occur within the proposed toast permit area. <br />These major vegetation community types are: Mountain Brush, Sagebrush, Aspen, <br />Steep Mountain Brush, and Western Wheatgrass/Alkali Sagebrush. Additional <br />community types occur within the proposed permit area but at considerably smaller <br />acreages. These additional vegetation types include: Upland and improved <br />subirrigated pasture, Mesic drainage, lands in the Conservation Reserve Program, <br />Cropland, Alkali Sagebrush/Greasewood, and Alkali Meadow. Approximately 51.8% <br />of the proposed permit area is comprised of Mountain Brush community at (1166 <br />acres). Sagebrush is the next most dominant community representing 422.4 acres, or <br />18.7% ofthe permit azea. The Aspen community ranks third in azea with 333.5 acres, <br />14.8% of the permit area. All other community types are considerably less extensive <br />with no one type exceeding 6% of the permit area. <br />Seneca Coal Company collected baseline vegetation data during June 1990 and July <br />1992. Sampling was performed in accordance with the Regulations and was <br />discussed with the Division prior to data collection. <br />Seneca Coal Company has proposed five permanent reclamation seed mixes and one <br />temporary seedmix. Seed mix lA will be used throughout the majority of the <br />toast Mine 34 February 28, 2006 <br />
