SECTION B <br />Rule 4 requires the following findings and specific approvals. <br />I. Roads -Rule 4.03 <br />The Yoast Mine will utilize three types of roads within the permit area. Haul roads, <br />which consist of Roads A, B, C, D, and B Extension, will be used to haul coal from <br />the active pit and to the Hayden Station or Hayden Gulch Loadout (Road A). There <br />will be one access road in the permit azea, used to access the explosives storage azea. <br />A number of light use roads will be used to gain access to sediment ponds, topsoil <br />stockpiles, and monitoring locations. All roads within the permit boundary are <br />depicted on Exhibit 12-1, "Operations Plan". Detailed information regazding road <br />construction is located in Tab 13 of the permit application. <br />The following finding applies to roads within the Yoast Mine permit area. <br />A. Haul Roads <br />Alternative criteria and specifications were used during the design of haul <br />roads. These criteria and specifications aze proposed for approval by the <br />Division following an analytical demonstration that the roads will be <br />environmentally sound, have a minimum static safety factor of 1.3, and <br />reclamation can be achieved. The proposed criteria and specifications pertain <br />to portions of Haul Road D as shown on Exhibits 13-11.4 and 13-11.5. <br />(4.03.1(1)(e)). <br />The Division proposes to approve the retention of Haul Roads A and B <br />depicted on Exhibits 12-1, 13-10 and 13-11 since they are compatible with <br />the approved post-mining land use. A request for their retention was <br />submitted by all of the landowners. The retention of Haul Roads A and B is <br />approved. <br />The haul roads will be reduced to a width of twenty feet, associated <br />disturbance will be reclaimed, and the remainder of the roads left in place. <br />(4.03.1(1)(f)(i)). <br />II. Support Facilities -Rule 4.04 <br />Support facilities used in conjunction with the Yoast Mine include a coal stockpile <br />area, shop, warehouse, bathhouse, explosives storage magazines and bins, power <br />lines and a substation, and fuel storage tanks. All facilities will be constructed to <br />prevent damage or disruption of utility lines, water wells, railroads, and pipelines <br />which may pass over, through, or under the permit area. <br />Yoast Mine 23 February 28, 2006 <br />
