By this Permit Revision (PR-07), extension of mining (development and longwall extraction) is <br />proposed in the Northern Mining District into portions of Sections 4, 5, 6, 7 and 8 of TSN <br />R86W; and development mining in the Western Mining District into portions of Sections 17 and <br />18 TSN R86W and portions of Section 13 TSN R87W. TCC published a notice of the application <br />in the Steamboat Pilat and Today for four consecutive weeks (June 11, 18, 25 and Ju12, 2006). <br />The proposed expansion will undermine an additiona1320 acres, raising the affected area of the <br />mine permit to approximately 16,026 acres6. The change does not undermine or subside portions <br />of any perennial stream or other structure, other than stock ponds. No new facilities are proposed <br />for Permit Revision 7; therefore, no surface disturbance is approved other than that associated <br />with subsidence, and the permitted surface disturbance remains at approximately 510 acres. Coal <br />production is permitted to be increased to 12,000,000 tons per year. <br />Upon cessation of mining activities, all surface disturbance will be reclaimed. Surface facilities <br />will be removed. The portal area, Area 2 pit and the waste disposal site will be backfilled with <br />previous surface-mined spoils existing within areas adjoining the old Energy No. 1 pit. All <br />surface disturbance will be regraded to approximate original contour. Topsoil from existing <br />topsoil stockpiles will be redistributed over the entire disturbed area to depths 0.7 feet to 0.8 feet <br />as depicted on Map 29 of the permit application, with the exception of those piles which aze <br />dedicated to specific areas from which it was removed. Re-seeding and revegetation will occur <br />following topsoil laydown operations. Reclamation success will be determined by statistically <br />compazing the reclaimed azeas to reference azeas, except at the Fish Creek Tipple, which was <br />constructed prior to implementation of the current laws and regulations. <br />Division data base, under validation <br />PAP, page 2.05-9, 11/07/06 <br />11 <br />
