The <br />enclosed Topsoil Substitute Suitability Report summarizes results of EFMC's soil sampling <br />during July 1994, as well as the results of previous soil and overburden sampling studies. The <br />report concludes with a list of reclamation recommendations applicable to the existing site. <br />EFMC backfilled the facilities area in two phases, completing the final phase during June, <br />1994. Soil materials utilized for backfilling highwalls and capping the refuse pile were <br />excavated within the disturbed mine site area, being comprised of overburden from multiple <br />previous mining operations. EFMC had sampled the overburden within the site in 1988 and <br />determined that it was suitable as cover material. Topsoil from the two stockpiles at the mine <br />was respread on the refuse pile and highwall backfill areas. EFMC contends that all <br />salvageable topsoil from these sources was recovered and placed on tfie most sensitive <br />reclaimed areas. Topsoil and suitable subsoil placement was accomplished in accordance with <br />Section 2.05.4(2)(d), Topsoil Redistribution, of the permit application. <br />EFMC is preparing to revegetate most of the disturbed site azea pending DMG review and <br />approval of the soils information. Specifically, EFMC is primarily concerned about seeding all <br />the slopes and the capped refuse areas this planting season. EFMC has considered the <br />limitations presented in the subject soils report and believes that, with adequate augmentation <br />and mulching practices, all the above areas can be successfully revegetated. <br />
