Dear Mr. Lunan:
The Division has received the proposed alfalfa management plan submitted by
Peabody Coal Company on April 14, 1987. This submittal is intended to fulfill
one of the vegetation commitments made by Peadbody Coal Company during the
permit renewal process. These committments are summarized in Section XII of
the Findings Document (December 31, 1986).
The Division is currently reviewing the proposed management plan and will
contact Peabody Coal Company by May 15, 1987 regaring any possible concerns
which may arise during the review of this proposal. As per the commitments
made during the permit renewal process, Peabody Coal Company should refrain
from implementing the management plan until Division approval is obtained.
A review of Section XII of the Findings Document indicates that there are two
other outstanding commitments which should be addressed prior to the beginning
of the 1987 field season.
1) Peabody Coal Company, during the winter of 1986/1987, was to have
contacted the Routt County Weed Control District to obtain assistance in
developing and coordinating a program to control Canadian Thistle
(Cirsium arvense). This plan is to be submitted to the Division for
approval prior to its implementation in the Spring of 1987.
2) Peabody has committed to submitting an annual planning map depicting
anticipated reclamation activities during the year, specifically
identifying the locations of anticipated shrub and aspen planting. This
map should be submitted prior to the beginning of the field season.
