Ground Water - Tipple Area <br />The Canadian Strip Mine load-out area is constructed in proximity to the <br />Illinois River alluvium. The Illinois River alluvium is generally saturated <br />in the area of the load-out, usually exhibiting swampy conditions. The <br />load-out area does not appear to be hydraulically connected to the alluvial <br />body, however. <br />Wyoming Fuel Company does not withdraw water from the alluvium, and, <br />therefore, does not impact the quantity of water within the alluvium. <br />The effects to ground water quality in the Illinois alluvium are minimized by <br />surface diversions which decrease the contact time of water with the coal. <br />Historically, precipitation is evaporated from the site. It is thought that <br />the underlying material is sufficiently impermeable to preclude ground water <br />flow towards the alluvial aquifer. In addition, the size of the load-out is <br />sufficiently small (4.43 acres) to preclude an impact to the Illinois River <br />alluvium. <br />Pursuant to Rule 2.04 of the regulations of the Colorado Mined Land <br />Reclamation Board, it is found that the Canadian Strip Mine and load-out <br />facility effects to the prevailing hydrologic balance, and to prevent material <br />damage off-site. <br />The proposed operation is in compliance with the requirements of this section. <br />X: Climatolo ical Information and Air Resources - Rules 2.1 <br />an <br />Climatological data and information on air resources is found in Appendix D of <br />Volume II and Appendices Hand 0 of Volume III of the permit renewal <br />application. <br />The mine is operating under an approved air emissions permit. Dust production <br />will be limited during reclamation activities to particulate emissions from <br />the backfilling and grading activities and transport of materials along <br />roadways, These emissions are expected to not exceed maximum allowable levels <br />defined in the permit. <br />The proposed operation is in compliance with the requirements of this section. <br />XI.
