Construction of support facilities will not result in change, destruction or
disruption of oil, gas pipelines or water wells, nor will coal slurry pipelines or
railroads be impacted. Therefore, the Division approved those activities (4.04(6)).
A list of approved facilities may be found in Section 2.05.3(3) of the permit.
III. Hydrologic Balance -Rule 4.05
A. Water Quality Standazds and Effluent Limitations
The Division granted approval for small azea exemptions from the use of
sediment ponds, due to the limited size of the areas and due to the fact that
ponds and treatment facilities are not necessary for the drainage to meet
the effluent limitations of Rule 4.05.2 and applicable State and Federal
water quality standards for receiving streams, and also due to the fact that
no mixing of surface drainage with a discharge form underground
workings will occur. The locations of the small azeas to be exempted are
discussed on Page 2.05-32 of the permit application and are shown on
permit document Map 21-1 and Map 95266-02 (4.05.2(3)(b)(i)).
Storm runoff from five small areas downhill from the mine's sediment
ponds is subjected to alternate treatment prior to leaving the permit area.
The five azeas aze 1.) the "material storage area below Pond C, 2.) the
pump station, 3.) the topsoil stockpile near the Gob pile, 4.) the cover
stockpile near the Gob pile and, 5.) the mine entrance area.
2. The Division granted an exemption from use of sediment ponds for
drainage from underground mine workings as long as no mixing with
surface drainage will occur and as long as ponds and treatment facilities
are not necessary for the drainage to meet effluent limitations of Rule
4.05.2 and applicable State and Federal water quality standards for
receiving streams (4.05.2(3)(b)(ii)).
B. Diversions and Conveyance of Overland Flow
The Division does not propose to approve a permanent diversion
(4.05.3(2)).
2.
